Tom Barrow

Legal Aspects or Business

Bio

Tom retired from the Army in 2019 after twenty years of active service, including three years as a professor and vice-chair for the Contract and Fiscal Law Department of the Judge Advocate General’s Legal Center and School. Tom concluded his Army service as a government contracts attorney for the Space and Missile Defense Command at Redstone Arsenal in Huntsville, AL.

Before joining Woods Rogers, Tom worked for six years as the General Counsel for a HUBZone Small Business engaged in government contracting. Tom advises small businesses on all aspects of SBA compliance including representations and certifications, the nonmanufacturer rule, limitations on subcontracting, mentor-protégé agreements, and affiliation rules.

Christine Caldwell serves as an Entrepreneurial Impact Manager at Community Investment Collaborative (CIC), where she has dedicated the past two years to empowering small business owners and fostering economic growth. Christine oversees several key programs at CIC, including the signature 16-week Culpeper-Orange Entrepreneur Workshop, the Financial Management Program (FMP), and the Culpeper Resource Fair.

A former two-time small business owner, Christine brings a wealth of experience and a passion for small business development and small-town revitalization. With a strong background in business start-ups, Christine excels at helping entrepreneurs navigate the fundamentals of launching and managing businesses in their early stages, making her a trusted resource for aspiring and new small business owners.

David Deaton, co-leader of MindSalt, has been leading transformation for organizations of all types, sizes, and industries for nearly three decades. He has extensive expertise in strategic planning, operational and financial analysis, market research, and effective execution. David has developed organizational strategy and gained leadership and staff alignment, walked side-by-side with clients through implementation, and helped them navigate myriad challenges from stagnation to hyper growth and expansion.

Teira E. Farley began with CIC as Director of Communications + Engagement and currently serves as its Chief Operating Officer, overseeing programs and operations across all regions. A dual graduate of Florida A&M University, she holds a Bachelor of Science in Business Management and a Master of Business Administration, with management and marketing concentrations, respectively, underscored by over twenty years in branding, logistics, and non-profit management. She is a vibrant, trusted brand + business coach, business owner, consultant, event manager, and author, whose passion is evident. Her collaborative approach and genuine leadership create healthy, empowering, and educational spaces for clients and team members to thrive in purpose and impact.

He was the founder or first employee in 3 technology startups and led over 120 platform builds for retailers including Ethan Allen, Kenneth Cole, Tory Burch, Calvin Klein, Floor and Decor, Oreck, The WWE, FUBU, Russell Athletic, and Jenny Craig.

In 2020, she launched Let’s Create Consulting, a practice dedicated to helping entrepreneurs and small businesses build strong foundations, refine their strategies, and grow their online presence.

With expertise in business planning, marketing, website design, and systems implementation, Elizabeth excels at connecting entrepreneurs to the tools and resources that best fit their unique ventures. She is passionate about guiding small business owners from concept to launch, and providing ongoing support as they evolve.
